The Collapse of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: positive announcements are issued from multiple capitals. Immense energy is expended on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from across the border, a ability provided through current data. From observation points, Ukrainian air force fighter jets that had been dispatched to counter approaching guided weapons roared overhead – sophisticated military planes provided to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, most likely supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from ruin and further power outages.

Continuous Dangers

Not long after, a automatic firearm engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.

Periodically, this continued until dawn. Kyiv greeted the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This trend will, no doubt, continue.

Political Considerations

It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. US administration functions according to a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unrealistic to force Russia to surrender the territory that it presently holds in Ukraine's south or east.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through statements or actions, from thinking that the status quo will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.

Existing Situation

Factually, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their mission will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new plans based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, primarily depend on continued Western support.
